Soldiers are free to report wrong doing with-out fear of/or reprisal. Soldier who make a protected communication cannot have a personnel action taken against them as a result of that protected communication.
#1 Protected Communication (PC) —Any communication between a Soldier and an Inspector General / Member of Congress or the chain of Command.
#2 Knowledge of the PC by a person able to take action against
because of the PC. #3 A personnel action (PA) or threat of a PA.
#4 Motive or disparate treatment.
All
accusations of Whistleblower reprisal are taken seriously. DoD IG is the approval authority for
these cases. If you have been reprised against, or are aware of reprisal, it is
your duty to report to the IG or your Chain of Command.
